BASIC FUNCTION:

This position is responsible for performing Construction Management activities for a variety of industrial projects related to rehabilitation and upgrade efforts at Box Canyon Dam, and other capital and maintenance projects. Projects will include civil, mechanical, electrical and general construction. Extensive on-site field work will be required in addition to office work for the completion of administrative requirements.

PRIMARY RESPONSIBILITIES:

bulletProvide daily direction of contractor personnel in accordance with contract documentation; conduct pre-construction meetings, construction progress meetings, and negotiate minor construction change requests.
bullet Responsible for documentation of the field conditions.  This includes drafting Variances, Field Orders, Change Orders, and Stop Work Directives and validating progress payments for work performed.
bulletMay be required to drive a motorized vehicle while conducting business on behalf of the District.
bulletDevelop construction estimates, schedules, and perform independent cost estimates for comparison to contractor supplied estimates.
bulletAssist in the review and development of Construction Plans, Project Cost Estimates and Schedules, Drawings and Specifications, and Building Documents.
bulletOversee field inspector activities.
bullet Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Follow all applicable safe work practices.
bulletReview all inspection reports, test reports, submittals, maintain project logs, and prepare input for by-weekly project tracking reports

Education:  Bachelors Degree in Construction Management, Construction Technologies, Engineering, or the equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.

Experience:  Typically requires a minimum of seven (7) years, with at least three (3) years spent in the construction industry.

Knowledge, Skills & Abilities:  This position demands a high level of understanding of construction practices and principles, together with a thorough knowledge of contractor management. It also requires the ability to communicate effectively at all levels, proficiency in the use of computers and other technical equipment, as well as the ability to oversee the work of others to ensure compliance with District standards. A broad based knowledge of engineering principals and practices in civil, mechanical, and electrical fields is required. Possession and maintenance of a valid Driver’s License is required.

Incumbent shall be proficient in the use MS Office product software. Proficient use of MS Project or other scheduling software is required. Use of budgetary software and tracking tools a plus.

COMMUNICATIONS INSTALLER

The Public Utility District No. 1 of Pend Oreille County, Washington, is recruiting for an entry level Communications Installer.  The individual hired will be trained to install, maintain and repair the District’s communications/fiber optic network and inside/outside cable plant. Duties include installing/splicing fiber optic cable, placing equipment on poles and other structures, installing/maintaining telephone switching and microwave/wireless equipment, and analyzing/troubleshooting electronic equipment/systems.  Individual will also monitor/test system performance using schematics, various test instruments and related data readings.  The position will be based in Newport; however, work will be performed throughout Pend Oreille County. In addition to regular shift work, the individual hired must be willing/able to respond promptly to emergency/call out events.

Qualified applicants must:

bulletBe self-motivated and self-starting, with a strong desire to learn and grow.
bulletHave the ability and aptitude to acquire a working knowledge of all telecommunications standards.
bulletLearn, understand and follow applicable safety rules/regulations.
bulletDemonstrate the ability to use the tools, equipment and information associated with the installation/repair/maintenance of telecommunication components/networks.
bulletPossess and be able to maintain a valid state Driver’s License; must also possess (or be able to acquire within first 60 days of employment) a Class A CDL.
bulletHave solid PC literacy and keyboarding skills, including Windows, Outlook, Word and Excel. Experience using Visio or other drafting programs a plus.
bulletBe able to work outdoors under variable height, climate and terrain conditions, and perform other physical activity related to carrying out essential job functions.
bulletHave a stable work history with demonstrated growth and excellent references.  Technical skills and field experience related to the above very helpful.

Experience using equipment associated with communication facilities installations, such as bucket trucks, back-hoes, vibratory plows, etc. is desirable. Climbing experience related to communication structures (primarily wooden utility poles) is preferred (or alternatively, the ability to learn such skills).

This is an IBEW Local 77 represented position. Starting wage: $15.31.hr.  An outstanding benefits package is also provided.

PROJECT COORDINATOR

Temporary Seasonal

The District is seeking a qualified, “hands-on” Project Coordinator to oversee and coordinate a variety of natural resource field projects, related to Protection, Mitigation and Enhancement (PM&E) activities, wildlife/habitat conservation and restoration work, development and maintenance of seasonal recreation sites and other related activities. The majority of time will be spent working in the field at the job site. Seasonal work window is mid-July through September; number of hours and weekly work schedule will vary depending on a variety of factors.

Knowledge, experience and skills related to natural resource fieldwork and activities summarized above is highly desirable. Individual must be able to read and interpret blueprints and construction plans, work independently and be able to effectively coordinate material and human resources to accomplish project objectives.

A Bachelors degree in a field related to natural resources, along with several years of practical field experience related to the above are preferred. Wage rate $18.00 – 22.00 per hour, DOE (no benefits).
